Draft regulatory legal acts for public discussion

The draft was developed in pursuance of Article 29 of the Law of the KR 'On Investments in the Kyrgyz Republic' dated August 12, 2025. It defines the procedure for organizing and conducting an open competition for investment proposals or investment projects, forming a competition commission, submission of applications by potential investors, and conclusion of investment agreements. Invalidates the Resolution of the Cabinet of Ministers of the KR No. 691 dated December 21, 2023.

The draft is aimed at bringing into compliance with the Law of the KR 'On Investments in the Kyrgyz Republic' dated August 12, 2025. It establishes a system of state guarantees for the protection of investments in territories with a special investment regime. It defines types of financial obligations of the state, including compensation for documented damages and losses under investment agreements. Invalidates the Government Resolution of the KR No. 88 dated February 18, 2022.
