该草案依据2025年8月12日吉尔吉斯共和国《投资法》第29条制定。规定了组织和开展投资提案或投资项目公开竞赛的程序，竞赛委员会的组建，潜在投资者的申请提交及投资协议的签订。废止2023年12月21日第691号部长内阁决议。

该草案旨在使其符合2025年8月12日吉尔吉斯共和国《投资法》。建立特殊投资制度地区投资保护的国家担保体系。规定国家财务义务类型，包括根据投资协议的已记录损害和损失赔偿。废止2022年2月18日第88号政府决议。
