Sector overview
Energy
General information
The Kyrgyz Republic possesses a hydropower potential of 142 billion kWh per year, of which less than 10% is currently utilised. The country operates 17 hydroelectric power stations with a total capacity exceeding 3,800 MW, including the Toktogul cascade. The sector is a strategic priority of the national energy policy through 2040.
Beyond hydropower, the country has significant solar energy potential (2,600 sunshine hours per year) and wind energy resources. Electricity costs are among the lowest in Central Asia ($0.02/kWh), attracting energy-intensive industries.
The government actively attracts private investment through PPP mechanisms, including construction of small HPPs (1–30 MW) and solar power plants.

Why invest in this sector
Vast untapped potential
Less than 10% of the 142 billion kWh annual hydro potential is utilised. Small HPPs (up to 30 MW) are a priority.
Low electricity tariffs
Average tariff of $0.02/kWh — one of the most competitive in the region, attracting data centres and industry.
Guaranteed grid access
The Law on Renewable Energy Sources (2008) guarantees grid connection and feed-in tariffs for green energy producers.
Export potential
The unified Central Asian energy system enables electricity exports to Kazakhstan, Uzbekistan and China.
Legislative support
Law on Renewable Energy Sources (2008)
Feed-in tariffs, mandatory grid connection, incentives for renewable energy producers.
Law on Energy (1996, amended 2023)
Regulates the energy sector, establishes tariff policy and licensing requirements.
Law on Public-Private Partnership (2019)
PPP mechanisms for energy infrastructure: concessions and investment agreements for up to 49 years.
Tax Code — FEZ special regime
Enterprises in free economic zones are exempt from profit tax, VAT and customs duties for up to 25 years.
Key projects and opportunities
Small HPPs (1–30 MW)
Over 100 sites identified on mountain rivers for small HPP construction. Average project cost: $5–15 million.
Solar power plants
Solar generation potential — 2,600 sunshine hours. Sites prepared in Naryn and Osh regions.
Grid modernisation
Programme to upgrade 35,000 km of power lines supported by ADB and World Bank.
