The head of the National Investment Agency under the President of the Kyrgyz Republic, Ravshanbek Sabirov, visited several facilities being implemented under the public-private partnership (PPP) mechanism in Osh city as part of monitoring the implementation of investment projects.
During his business trip, he became acquainted with the progress of the construction of a new building for the Osh regional justice department, which is being built under the public-private partnership framework.
The project involves the construction of a modern five-story administrative building that meets current state and sanitary requirements. Its implementation aims to create comfortable conditions for employees and ensure the provision of quality legal services to the public.
The state partner of the project is the Ministry of Justice of the Kyrgyz Republic, while the private partner is Capital Stroy Invest LLC. The agreement on the public-private partnership was signed for a period of 47 years on March 18, 2024. The total investment amounts to 228 million soms.
Currently, the facility is at an active construction stage. The construction of the third and fourth floors of the building has been completed, and work is ongoing. The facility is planned to be commissioned in 2026.
Ravshanbek Sabirov also visited the 'Bulak' sports and health improvement complex established under the PPP project for the construction of a modern fitness center and the reconstruction of the swimming pool based on the 'Dolphin' children's and youth sports school in Osh city.
The project was implemented with the participation of the Osh city mayor's office and Dem-Al Health Improvement Complex LLC. The agreement on the public-private partnership was signed for a period of 25 years on July 19, 2024. The total investment attracted to the project amounts to 95 million soms.
The sports and health improvement complex was commissioned on October 5, 2025. The project aims to develop sports infrastructure, promote a healthy lifestyle, create conditions for physical education and sports training, and increase the accessibility of sports facilities for residents of Osh city and nearby areas.
Public-private partnership projects are one of the important tools for attracting investments and developing social infrastructure. Today, we are seeing concrete results of such cooperation in the sports sector and public service delivery. The national agency will continue to support initiatives aimed at improving the quality of life for citizens and developing the regions of the country.

As a result of the site visits, the next stages of project implementation, as well as issues related to increasing the effectiveness of public-private partnership mechanisms for attracting investments and developing regional infrastructure, were discussed.
