On March 30, 2026, an investment agreement was signed between the Government of the Kyrgyz Republic and SHANFEN ZET CEMENT LLC. This agreement aims to implement an investment project for the construction of a cement plant with a capacity of 3200 tons of clinker per day in the Kyzyl-Oktyabr rural area of the Kemin district of Chui region.
The investment agreement was signed on behalf of the Government of the Kyrgyz Republic by R.A. Sabirov, head of the National Investment Agency under the President of the Kyrgyz Republic, and on behalf of SHANFEN ZET CEMENT LLC by Deputy General Director Hua Jianfei.
The total investment for the project amounts to 137.6 million USD.
