On November 7, 2026, an investment agreement was signed with StarOcean Investment LLC for the implementation of the "Construction and Operation of Energy-Intensive Low-Carbon Industries Industrial Park in Naryn Region of the Kyrgyz Republic" project. The investment agreement was signed by the head of the National Agency, R.A. Sabirov.
Within the framework of the established investment agreement, an industrial park will be created on a 200-hectare area in the "Naryn" free economic zone for the production of high value-added products, cross-border energy infrastructure, data processing centers, and computing capacities for artificial intelligence.
It is planned to place a separate data processing center aimed at meeting state needs within the territory of the industrial park. This will open opportunities for placing state information resources, developing digital public services, and introducing artificial intelligence, IT parks, and high-performance computing.
During a meeting with representatives of StarOcean Investment, the head of the National Agency, R.A. Sabirov, noted his readiness to continue coordinating the project through interaction with responsible state bodies and investors.
The project is capable of reducing energy deficits while ensuring economic stability and growth in export potential.
